Uganda’s Vision 2040 sets out a generational programme of modernisation — a purposeful move to a diversified, industrialised and export-led economy with a per-capita income of around USD 9,500. The Ten-Fold Growth Strategy is the decisive decade within that horizon: the vehicle that converts the Vision’s ambition into bankable outcomes.

The Ambition

A thirty-year horizon, measured precisely.

Vision 2040 articulates a Uganda that has crossed into upper-middle-income status, where public services are universal, the economy is diversified and export-led, and governance is transparent and predictable. It is the constitutional frame around every policy decision the Ministry takes — the measure against which performance is judged.

Vision 2040 organises national transformation around four strategic areas. Each is measurable. Each has a portfolio of Ministry-led programmes. Each opens clear lanes for partnership, investment and capacity-building.

A Skilled, Healthy People

Human capital as the first condition of prosperity.

Universal access to quality education, health and skills — broadening opportunity across the labour force and building the talent base for Uganda's industrial and services expansion.

Infrastructure for a Modern Economy

Physical foundations for a ten-fold economy.

Transport corridors, power, ICT, water and urbanisation — the backbone that collapses trade costs and unlocks regional competitiveness.

A Competitive Services Sector

Services as a leading source of exports and jobs.

Financial services, BPO, tourism, logistics and knowledge-intensive trade — the fast-growing contributors to GDP and foreign exchange.

The Partnership Frame

What Vision 2040 means for UK partners.

Vision 2040 is an invitation, not an announcement. It tells UK investors, institutions and capacity partners which doors are open, and for how long.

Three lanes are explicit in the Vision and reinforced by the Ten-Fold Strategy:

  • Investment
    Bankable opportunities across energy, minerals, agro-industry and services — prepared with Ugandan counterparts and backed by the Ministry’s reform programme.
  • Trade
    Two-way flows into Uganda’s EAC/COMESA common-market position — with tariff frameworks and trade-facilitation infrastructure designed to support scale.
  • Capacity-Building
    Skills, institutions and knowledge transfer — the human-capital dimension Vision 2040 treats as the first pillar of transformation.
